The history of splash pads
Splash pads look obvious in hindsight: zero-depth, family-friendly, usually free, and easy to drop into an ordinary park. But the category took three decades to move from improvised spray courts to smart, drought-aware civic infrastructure. The defining story of the mid-2010s was water. Once drought politics sharpened in Arizona, Nevada, California, and parts of Texas, the old flow-through model became harder to defend. A single-pass pad was still cheaper to build, but it suddenly looked vulnerable: vulnerable to public criticism, vulnerable to utility pricing, and vulnerable to emergency restrictions.
