The Fair Housing Act and Air Carrier Access Act offer ESA protections for housing and (formerly) flights, but those don't extend to recreational facilities. Some city splash pads have local policies that are more inclusive β check with your parks department. If your dog provides genuine medical assistance, train them as a service animal and carry documentation, even though staff legally can only ask two questions.
